Paper on Seaborne Ammonium Nitrate Safety Published

Global cargo handling association ICHCA International (ICHCA) focusses on helping ships transporting ammonium nitrate to manage risks in a whitepaper detailing guidance for fire prevention and mitigation.

The risks posed by poor conditions of storage of this common compound, which is used extensively in the Fertilisers and Explosives industries, have been well documented but awareness of the dangers of fire during transportation by sea is less well known.  The objective of this guide, entitled ‘Ammonium Nitrate Fire Risk on Board Ships’ is to outline best practice with respect to the management of risk on vessels chartered to ship the compound through ports around the world.

Ammonium Nitrate (NH₄NO₃), a white to grey odourless chemical has a melting point of 169 degrees C and decomposes at 210 degrees C. While it does not burn by itself, significantly it will accelerate burning of combustible material, producing toxic oxides of nitrogen and ammonia, which will support combustion, even in the absence of oxygen.

“These properties in particular demand careful consideration of how and where ammonium nitrate is stowed on board vessels that are used to ship large volumes around the world,” says the paper’s lead author Brian Devaraj, who is a member of ICHCA’s Technical Panel. “Ammonium nitrate fires can escalate out of control very rapidly. To mitigate consequential loss of life and damage, the provisions laid out in the International Maritime Dangerous Goods Code (IMDG Code) should be complied with at all times.”

The whitepaper outlines in detail ammonium nitrate’s peculiar reactions to heat and subsequent conflagration, as well as the nature of its decomposition.  These characteristics mean that the specifications of vessels’ equipment, including deck cranes, hatch covers, hold linings, fuel tanks and pumps, also forklifts and other handling devices, must be precise.  The whitepaper offers comprehensive guidance on these particulars.

Above all however from a fire prevention point of view emphasis is put on compliance with IMDG Code, which typically requires ammonium nitrate to be stowed on deck only.  The Code does however allow an exception for certain forms of the compound and fertiliser containing it to be stowed under deck.  The rules for this are outlined in clause 7.6.2.8.4.

“This seemingly unremarkable clause is in fact crucial to safe shipping of ammonium nitrate,” explains Devaraj in the whitepaper. “7.6.2.8.4 states that certain UN Numbers of the product may be stowed under deck in a clean cargo space capable of being opened in an emergency, including need to open hatches in case of fire to provide maximum ventilation and to apply water.  This of course precludes a hold containing ammonium nitrate to be over-stowed with another cargo.” 

The whitepaper is at pains to underline that while all IMDG clauses are pertinent to fire risk, all ships and cargo operators must be particularly cognisant of Clause 7.6.2.8.4. as it is crucial to the ability to respond effectively if an ammonium nitrate fire on board a ship is out of control and the risk of an explosion is imminent.

The intention of the clause is that all a vessels’ hatches – including tween decks- shall be openable in case of an ammonium nitrate fire. There is however potential to misunderstand this point and ICHCA is working with the IMO and stakeholders to clarify the wording of the clause.  Several jurisdictions, that handle the product in significant quantities, have taken heed of this risk and the related IMDG requirements. At the time of publishing, three countries that have specific arrangements are Australia, South Africa and Chile. The Cargo Integrity Group of Seven Updates its Container Safety Guidance

The need for increased integrity in the global supply chain persists. The Cargo Integrity Group has updated its Quick Guide to the CTU Code and once more urges all involved in intermodal container transport to pay heed.

The multi-faceted group of originally five, now seven industry organisations, produced a Quick Guide to the IMO/ILO/UNECE Code of Practice for Packing of Cargo Transport Units (CTU Code) some two years ago.  The Quick Guide is designed to assist those responsible for packing containers and accurately declaring details of their contents to abide by the often-complex regulations contained in the voluminous CTU Code itself.  There is also a useful Checklist of actions required by packers and shippers of containers. 

The Group believes that awareness of the CTU Code is pivotal to achieving safe and secure transport and has followed up the Quick Guide’s publication with provision of its full text in Arabic, Chinese, English, French, Russian, Spanish and Italian.  An update has now been made available, taking account of feedback, and is downloadable for free HERE

Failure to follow the CTU Code advice puts the people who keep the supply chain moving at risk, leading to incidents and accidents that are still all too common. The Group believes that such tragedies in the supply chain are to be avoided – most vividly demonstrated by the too frequent occurrence of container ship fires – higher standards of cargo integrity.

“We are providing clearer guidance through our revised Quick Guide and Checklist to help those responsible for packing cargo transport units, and in particular intermodal containers, to understand the standards expected in international trade,” stated James Hookham, Director of Global Shippers Forum.  “The revised editions recognise the endorsement of all the partner organisations now active in the Cargo Integrity Group and their joint commitment to dissemination of this advice to their respective memberships and wider networks,” he concluded.

TT Club Innovation in Safety Award 2022 Opens for Entries

Following the successful re-introduction of the Award in 2021 with its record number of entries, the 2022 award will form the centrepiece of TT Club and ICHCA’s on-going efforts to encourage players in the freight transport and cargo handling sectors further in continuing to improve operational safety and efficiency through innovation.

ICHCA International, the global cargo handling association, launched the 2022 TT Club Innovation in Safety Award today inviting entrants to submit details of their innovations by 11 November 2022. The Award, which is open to an individual, team or company involved in cargo logistics, has seen the prestige associated with winning or being highly commended, grow year-on-year. Past winners have ranged from individual entrepreneurs and specialist suppliers to employee teams in major industry businesses. Entrants are required to show that a product, idea, solution, process, scheme or other innovation has resulted in a demonstrable improvement in safety.

Both ICHCA and TT Club have a fundamental commitment to risk reduction throughout the entire freight supply chain. Promoting safety advice and good practices is paramount to the philosophy of the two organisations and the Award reflects this commitment. As such, the Award and the consequent profiling of the innovations put forward by its enthusiastic entrants, is central to the two organisations’ efforts to support continuous improvement in safety. They will continue to provide opportunities to showcase winners and other entrants, organising Safety Villages at industry forums and other live or virtual events. The 2021 Award went to VIKING Life-Saving Equipment A/S for its HydroPen system designed to fight onboard container fires. HydroPen has recently secured a major contract to supply the entire Maersk fleet, gaining traction to deliver global ship safety.

Those highly commended in this latest Award included PSA International for its video analytics solution to prevent in-terminal collisions and Cargotec’s innovation to inspect containers from below, effectively and safely identifying any damage and ensuring they are free of any invasive pests.

Collaboration the Key to Safer Transport of Dangerous Goods

Further support to comprehensive safety guidance issued by a collective of organisations late last year has been received through its endorsement by the International Chemical Transport Association (ICTA).

Drawing on the combined expertise and experience in the movement of dangerous goods around the world, several global trade organisations — International Cargo Handling Coordination Association (ICHCA), International Vessel Owners Dangerous Goods Association (IVODGA), National Cargo Bureau (NCB) and World Shipping Council (WSC) – jointly issued a White Paper entitled, ‘Safety Guidance for Dangerous Goods Storage and Handling Facilities’¹ in December last year.

A number of influential industry stakeholders² have subsequently endorsed the Guidelines and now the International Chemical Transport Association (ICTA) can be added to the list. Richard Steele, CEO of ICHCA welcomed the additional support,

”To make a real difference to the standards of safety in supply chains that feature hazardous materials, it is vital to reach all involved and create a critical mass of like-minded partners. The endorsement of our work by such an authoritative voice as ICTA is therefore decidedly welcome.”

A pivotal element of the White Paper is a Warehouse Checklist. A practical management tool, the Checklist format is a significant addition to the other elements of the White Paper. Broken down into eight key functional areas of operation, its fourteen-pages are designed to be comprehensive yet easily digestible as an everyday device for maintaining safety management vigilance.

ICHCA joins Container Cleanliness Industry Advisory Group

World food security and biodiversity is at risk from contaminating pests.  Plant pests and diseases are responsible for the loss of up to 40% of global food crops and trade losses exceeding $22bn annually.

The lead UN body, the Commission on Phytosanitary Measures has created a phytosanitary expert Focus Group to look at potential pest contamination on sea containers.  Recognising the need for supply chain input, they asked industry to form a Container Cleanliness Industry Advisory Group (CCIAG) to provide advice, suggestions and recommendations on:

  • cleanliness of the interior and exterior of intermodal freight containers and their cargoes
  • risks of pest contamination in the international containerized supply chain.

We are pleased to report that our application to join the CCIAG has been accepted. Managing contaminating pests is best approached through collective effort that includes plant protection, industry and other stakeholders. Critically, ICHCA’s role is to work with stakeholder partners to ensure safety is “baked in” to the delivery of practical and sustainable outcomes.

Proliferation of innovation in supply chain safety encapsulated in Awards Digest

TT Club and ICHCA’s concerted efforts to encourage improved levels of safety across the supply chain have brought significant results as evidenced by the number and quality of projects entered into the 2021 Innovation in Safety Awards.  The results of the over 30 organisations submitting their initiatives have now been compiled into a Digest to allow their full potential to be realised across the industry.

We must innovate for a safer supply chain

So say TT Club and ICHCA which, with the support of TOC Europe, are emphasising their message by launching an inaugural Safety Village at the upcoming conference and exhibition in Rotterdam between 14th and 16th of June. The first of its type, the exhibition space will be dedicated to how innovation can lead to a safer supply chain.

Recent widespread disruption to global supply chains and the consequent pressures on freight transport capacity and cargo handling facilities requires a corresponding focus on safety measures throughout the system. As the success of the TT Club Innovation in Safety Award programme, operated by ICHCA International, has proved, there have been numerous ground-breaking innovations with multiple applications aimed at reducing these safety risks. However, the two organisations are keen to raise the awareness of the need for continuous development of the ways that we manage safety.

Featuring a meeting area and presentation facilities, the TT Club Safety Village will be the venue for workshops and panel sessions throughout the three days of the TOC Europe event. It will also provide opportunities for companies to showcase their innovative safety devices, processes and products. All aimed at championing safety in the supply chain and developing new solutions to managing risks.

ICHCA International, the representative body for cargo handling operators across the globe, has run TT Club’s Innovation in Safety Award since its inception and is passionate about sharing innovation and learning across the industry. CEO Richard Steele points out, “In the recent past, our efforts together with TT Club have helped promulgate safety innovations including Hapag Lloyd’s Cargo Patrol that detects suspected misdeclared dangerous goods; terminal automation advances from Kunz and Yardeye in cooperation with CSX Terminals; VIKING Life-Saving’s fire suppressant systems, as well as safety devices developed by PSA International and Cargotec. Yet these represent just the tip of the iceberg. We were thrilled to see so many innovative ideas put forward for this Award. A digest of these will be available at the Safety Village and we hope it will help to inspire many other projects in the future.”

Representatives of both TT Club and ICHCA will be present in the Village at TOC Europe and invitations to attend the workshops and presentations will be issued in the near future.
